Enhancing Forecast-Based Disaster Response in Nepal

Summary

This study explores practices and approaches, highlighting the opportunities to use weather forecasts and flood alerts for forecast-based humanitarian actions. The analysis includes an examination of existing policy provisions and legal mandates in Nepal to assess the supportive environment for adopting such proactive measures. The findings emphasize the importance of legal provisions and institutional mechanisms, advocating for a shift from traditional post-event relief to risk-informed preventive decision-making. Overcoming technological limitations and operational gaps requires clear roles, responsibilities, and accountabilities defined by legal provisions, technical guidelines, and protocols. The study draws insights from piloting this approach in 19 selected districts in Nepal.
