NDRRMA developed this guideline to help local governments integrate disaster risk reduction and climate resilience into their plans and actions. Approved by the National Executive Committee on 21st Baisakh 2081 (May 2024), it provides a five-step process: (1) coordination and preparation, (2) data collection and analysis, (3) integrated plan development, (4) approval and mainstreaming, and (5) implementation, monitoring and evaluation. The framework emphasizes building local capacity, establishing disaster management committees, and ensuring a participatory, systematic approach to resilient planning.
