Strengthening Inclusive Disaster Risk Governance for Climate Resilience in Asia (SIDRRA) Synthesis of Case Study Findings from Bangladesh, Nepal, and Pakistan (August - September 2024)

Summary

This scoping study report highlights a SIDRRA synthesis from Bangladesh, Nepal, and Pakistan that examines how networks amplify community voice in DRR, with a strong GEDSI lens, drawing on literature plus primary research conducted in August to September 2024 and a synthesis workshop in October 2024. It finds recurring gaps in state capacity and coordination, while networks and community groups often bridge access, build skills, pair local knowledge with science, and channel feedback into policy, yet face risks from donor agendas, short funding cycles, and uneven inclusivity. Community-based and more informalnetworks are noted for agility and accountability, helping convert mobilisation into organising and sustained resilience. The report recommends flatter structures, open learning with communities as knowledge producers, internal and external capacity building, focused growth with clear member guidelines, and diversified resourcing to sustain inclusive disaster governance.
