Strengthening Inclusive Disaster Risk Governance for Climate Resilience in Asia (SIDRRA): A case study of Nepal

Summary

This case study report highlights Nepal’s multi-hazard climate risks, the DRRM Act 2017 and National DRR Policy 2018, and the institutions that span NDRRMA, NEOC, and local EOCs. It profiles four networks, DPNet, C&D Dialogue, NYCA, and WHDRRP,  that elevate community voices, advance GEDSI, and pilot solutions like multi-hazard early warning and parametric flood insurance. Methods included literature review plus key and in-depth interviews to assess how networks add value. Findings show they bridge state and society, inform national and global positions, and localise policies such as the GEDSI Strategic Action Plan 2024 and shock-responsive social protection standards. Priority actions are to scale early warning, invest in impact-based forecasting and AI, strengthen localisation and accountability, and forge private-sector partnerships for inclusive, resilient DRR.
