Summary

This paper presents the baseline assessment of Neelkantha municipality. It incorporates 10 elements adopted from UNDRR and 65 indicators from the DRR National Strategic Plan of Action 2018-2030 to form the Municipal DRRM Index. The primary objectives of this assessment are threefold: to support the government at various levels, to determine the municipality's strengths and identify gaps, and to develop an action plan and internalize the index at the municipal level. The ultimate aim is to establish a self-evaluation system for ongoing improvement in disaster risk reduction and management.
