Strengthening Social Inclusion and Accountability through Community-Led Reconstruction in Post-Earthquake Nepal

Summary

This research published by ActionAid centers around an ambitious model for post-disaster recovery called the Community-Led Reconstruction Programme (CLRP), which was implemented by ActionAid Nepal and its partners following the earthquakes in Nepal. The CLRP emphasizes the active involvement of affected communities in decision-making processes related to social transformation, human rights, and their interactions with the government. The goal is to achieve a reconstruction that goes beyond simply rebuilding infrastructure, aiming to improve the lives of individuals and society as a whole. This report explores issues related to the Impact Assessment and Transformation (IAT) in the context of the CLRP and examines the contributions of humanitarian actors to this research.

This report employs data gathered through a mixed method research design, comprising interviews with elected officials and local committees, focus group discussions with affected communities, a perception survey, street drama and video case studies of elderly people. It reveals a multifaceted image of social change: norms of status and identity questioned, women taking more prominent roles, recognition of collective community efforts for effective reconstruction, and acknowledgment of marginalized groups as essential societal members.
