Summary

This is a Sphere Handbook 2011 edition. The Handbook, initially published in 2000, underwent revisions in 2003 and 2009-2010. Throughout each revision, extensive sector-wide consultations were held, involving various agencies, organizations, individuals, and even governments and United Nations (UN) agencies.

The aim of the Handbook is to improve the quality of humanitarian response in situations of disaster and conflict and to enhance the accountability of the humanitarian system to disaster-affected people. The Humanitarian Charter and Minimum Standards in Humanitarian Response are the product of the collective experience of many people and agencies.
