Challenges of Implementing Disaster Risk Reduction Activities by Local Governments: A Case Study of Shankharapur Municipality in Kathmandu Valley, Nepal

In a case study of Shankharapur Municipality, Kathmandu Valley, researchers found that local governments in Nepal, empowered by the 2015 Constitution and the 2017 Disaster Risk Reduction and Management Act, face significant challenges in implementing DRR efforts. These include a reactive approach to disasters, a shortage of technical human resources, and low prioritization of DRR in planning and budgeting. The study recommends hiring full-time DRR personnel and developing a comprehensive DRR plan to improve resilience.
