Nepal faces high vulnerability to natural disasters and climate risks due to its unique geophysical settings and socio-economic conditions. Factors such as poverty, climate change, rapid urbanization, and mountainous terrain make the country prone to disasters. The devastating 2014 flood, landslide, and earthquakes in 2015 underscore the deadly threats and potential for massive loss of lives and infrastructure, especially in densely populated areas. Nepal has a history of systematic disaster risk reduction practices dating back to 2009, with initiatives like the Nepal Risk Reduction Consortium and the National Strategy for Disaster Risk Management. Efforts to build resilient communities focus on five flagship priorities, including the identification of nine minimum characteristics for resilient communities in 1000 Village Development Committees (VDCs) over five years. Key policy documents, such as the Natural Calamity Act, Local Self Governance Act, and various disaster management guidelines, contribute to Nepal's ongoing endeavors to enhance community resilience.
