Sphere Standard Sensitization Program

One day Sphere Standard Sensitization program was organized by DPNet-Nepal on 29th February 2020 at Janakpur Nepal. The event was facilitated by Mr. Bishnu Prasad Timilsina, Consultant and Ms. Luna Khadka, Program Coordinator of DPNet-Nepal. Altogether 46 participants disaggregated as 15 female and 31 male participated in the event. The participants represented the government agencies including security agencies, NGOs, UN agency and media working on Province 2. The program was chaired by Mr. Surya Bahadur Thapa, Chairperson of DPNet-Nepal and Mr. Ram Singh Yadav, Former State Minister for Health participated in the event as a Chief Guest. Whereas, Mr. Ganesh Mishra, DRR Focal Person and Administrative Officer of District Administration Office, Dhanusha Mr. Biadyanath Jha, Central Secretary of NGO Federation, Ms. Anju Jha and Mr. Ram Chandra Sah, Central Member of NGO federation, Mr. Dhirendra Bahadur Singh, Chairperson of NGO Federation, Province-2 and Mr. Suresh Yadav, Chairperson of NGO Federation of Dhanusha were present as a guest in the program.

The program was initiated with the basic introduction of the event and the participants, followed by the presentations about the Sphere Standard. The session was focus on delivering the basic understanding of the Sphere Handbook 2018, including the four technical chapters. The participants also shared their experience about the humanitarian response and Sphere Standard. The participant’s level was a mixed type, some had a better idea about the Sphere standards along with other companion standards and the topic was totally new to some participants. The program was conducted in a participatory way and the participants were provided time and space to share their experience, encouraged to ask questions and give feedback.

After the technical session on Sphere Standard, one of the participants shared her experience about the event. She said that DPNet-Nepal has increased the appetite to explore and learn more about the Sphere Standard. She also thanked DPNet-Nepal for organizing this event in Province-2.

Mr. Dhirendra B Singh in his remarks requested DPNet-Nepal to develop Sphere human resources in Province-2. Similarly, Mr. Baidya Nath Chaudhary stated that there is a need to localize Sphere Standard, and after translating the standard in Nepali, it should be translated in Maithili language in order to disseminate the message in 136 local level of province-2. He also shared his commitment to support Sphere Standard in Province-2.

Mr. Ganesh Mishra shared that during humanitarian assistance we need to focus on implementing the right to life with dignity rather the looking the affected people as a victim of the disaster. He also shared that 18 LDMC are activated in Dhanusha district and there is a need to inform them about the Sphere Standards.

The chief guest of the program Mr. Ram Singh Yadav shared that the information about the Sphere Standard will help to support the community stating that even 5 Rs. will be helpful to helpless people and we need to focus on delivering the need-based assistance.

The Chairperson of the program, Mr. Surya Bahadur Thapa briefly shared about the legal provisions of DRR&M and said that DRR platform will be established in Province and local level. He also shared that the minimum standard should be implemented considering the local context and thanked everyone for their participation in the program. He also thanked Sphere Nepal and contributing agencies for their support to organize this event.

The event was supported by 11 different contributing agencies namely, Action Aid, Caritas, Christian Aid, Dan Church Aid, International Nepal Fellowship, Lutheran World Federation, OXFAM, Plan International, Save the Children, UNICEF and World Vision International.
